“In June 2017, the State Intellectual Property Office approved the establishment of the China (Changsha) Intellectual Property Protection Center in Changsha (hereinafter referred to as “Changsha Center”), and after its acceptance in December 2017, it officially awarded the Changsha Center with a review seal. It symbolizes that the Changsha Center can formally cooperate with the intelligent manufacturing equipment industry to develop cooperative protection services such as rapid pre-inspection of intellectual property rights, pre-determination of rights, and rapid rights protection, which lays a solid foundation for the rapid development of Hunan's intelligent manufacturing industry.” Tang Yue said.
It is understood that Changsha Center currently has only 20 IPC classification numbers approved by the State Intellectual Property Office. “But among the patents that have been authorized in the Changsha area from 2010 to 2016, there were 64,410 authorized inventions and utility models, covering 567 IPC subclasses. Therefore, the 20 IPC patent examination categories currently obtained by the Changsha Center are far from being fully covered. The patent category of the smart manufacturing equipment industry is not conducive to achieving the grand goal of 'building a national smart manufacturing center' proposed by the Changsha municipal party committee and government. Tang Yue said that he was very sorry.
Therefore, Tang Yue submitted to the National People's Congress "Proposal on Expanding the Scope of Rapid Coordinated Protection of the Intelligent Manufacturing Equipment Industry of the Intellectual Property Protection Center of China (Changsha)" and "Proposal on Establishing a State to Support the Intelligent Manufacturing of the Pharmaceutical Industry". He suggested that the State Intellectual Property Office should expand the types of patent pre-censoring conducted by the Changsha Center. It is recommended that all IPC categories in all five levels and three levels of industries in the intelligent manufacturing equipment industry be recommended; the State Intellectual Property Office is advised that the Changsha Center must approve the 1500 declared Domestic enterprises and public institutions will be the first phase of filing; the Changsha Center is proposed to extend its coverage from Changsha to Changsha, Zhuzhou, Xiangtan and Hengyang.
